In London, England, Covent Garden is filled with 100,000 white balloons. Charles Petillon is an installation artist from France that has a crew of 25 helping to transform the public place. The sculpture is floating almost to the top of the 19th century Market Building in London's West End. Entitled "Heartbeat", it throbs with pulses of light, so that it appears like a huge cloud in a lightning storm.
